The foundation is based in Malmö, Sweden. The foundation is led by a board of directors with the assistance of an artistic council, which acts in an advisory capacity and assists the board in evaluating applications for grants to promote the foundation's objectives.
Ville Tops, born on September 21, 1929, in Tallinn, was an Estonian citizen who became a Swedish citizen after seeking asylum here during World War II. He was a highly regarded artist in both Sweden and Estonia with a passion for graphic art and painting. Some of his works are or have been exhibited at the Tartu Art Museum, the Kumu Art Museum, and the Estonian Art Museum.
